The goal is not to remove efficiency from the laboratory. It is to ensure that efficiency does not replace learning. A slightly slower experiment may be more valuable when both students leave able to perform the procedure.
Rotating partners also exposes students to different problem-solving styles. That experience is part of scientific collaboration, where reliable work depends on communicating across habits, backgrounds, and levels of confidence.
Implementation should include a named responsible organization, a clear public contact, and a review date. Users and affected communities need a practical way to report failures, while managers should publish what changed after the first review. These details help the policy remain useful after the initial announcement and prevent small operational gaps from becoming permanent barriers.
